The mission of  “The Kosciuszko Institute - European Integration Institute” is to contribute to economic and social development, and security in Poland – an active member of the European Union and a partner in the Euro-Atlantic Alliance. “The Kosciuszko Institute - European Integration Institute” strives to lead the way towards positive change and aims to develop and promote the best solutions to problems faced not only by Poland but also by countries in the region who are now in the process of building states based on the rule of law, civil societies and a free market economies.

 

Ladies and Gentlemen,

As a chairman of the board I invite you to take a moment to read about the activities of the Kosciuszko Institute (EII). Following the example of Tadeusz Kosciuszko, from whom it takes its name, the Institute takes up ambitious challenges, develops new ideas and strives to put them into practice. The experts at the Institute take part in the public debate and promote specific recommendations addressing important problems of social and economic life.


We hope that the ideas promoted by the Kosciuszko Institute (EII) are equally important to you. We would welcome the participation of anyone who would like to contribute to the implementation of these ideas for Europe and Poland.

ABOUT THE KOSCIUSZKO INSTITUTE
The Kosciuszko Institute – European Integration Institute (KI-EII) – is an independent, non-governmental Think Tank and research institute, established in 1999 as a non-profit organisation. The Institute cooperates with academics, members of the Polish and EU administrations, and individuals engaged in public, social and economic activities. Based on in-depth, interdisciplinary analysis, the Kosciuszko Institute promotes solutions published in the form of recommendations and expert reports. Its publications are addressed to the European institutions, government and local-government bodies, members of parliament, media, non-governmental organisations, entrepreneurs, and advocates of the idea of independent thought and open debate. The Kosciuszko Institute cooperates with partner research institutions in Europe and participates in the official programme of the European Commission, SOLVIT. The Institute has its headquarters in Cracow, and an external office in Brussels.



The Kosciuszko Institute:

  • strives to eliminate developmental barriers and, to this end, supports initiative, entrepreneurship, competitiveness, and creative actions which foster social and economic development of Europe and Poland and which provide opportunities for EU and Polish citizens to release their potential,
  • is a proponent of a strong government with limited scope of powers, and an advocate of stronger and more efficient institutions of the state of law,
  • advocates simplification of the tax system and supports economic development accompanied by a respect for the individual and strengthening of human relations,
  • supports active EU foreign policy, including  policy towards non-member and Eastern European countries, which can help ensure the right sort of development as well as security for Poland and Europe.



History – from the European Integration Institute to the Kosciuszko Institute

The Kosciuszko Institute was founded in 1999 on the initiative of a group of individuals connected with the Jagiellonian University and Warsaw School of Economics. At the beginning, the Institute undertook actions aimed at developing concepts of Polish policy towards the EU that would best serve the Polish national interest in the pre-accession period and ensure that Poland was a well prepared as possible for EU membership. Following an unprecedented enlargement, the European Union expanded to include ten new countries of Central and Eastern Europe, and faced new challenges. It soon became apparent that the legislation and the institutions of the European Union could not provide the answer to all of Poland's problems. In order to succeed, Poland and the European Union have to pursue a path of bold and intelligent reforms. In its wish to support them, the Institute decided to expand its research and programme activities and changed its name from the European Integration Institute to the Kosciuszko Institute.


RESEARCH AND PROGRAMME RULES OF THE KOSCIUSZKO INSTITUTE


The Kosciuszko Institute formulates and promotes its recommendations in accordance with the following fundamental principles:

  1. The guiding principle for the Kościuszko Institute's research work and drafting of expert reports will be its mission statement.
  2. The policies we promote are recommended independently of political influence, fashion. We forge our own path.
  3. We do not represent or act for any group of interest.
  4. The Kosciuszko Institute does not allow any third parties to co-decide on the research results and on the ensuing recommendations, or to influence the intellectual independence of its experts.
  5. The experts of the Kosciuszko Institute are obliged to disclose in their publications all links with entities that may have a direct interest in the subject of their work.
  6. We make every effort to formulate our recommendations in the most direct and concise manner possible.
  7. We concentrate on the key issues rather than secondary relations, conditions and contradictory expectations.
  8. In our reports, we promote in particular self-regulatory solutions that will reduce bureaucracy and superfluous legal regulations.



PUBLISHING ACTIVITIES OF THE KOSCIUSZKO INSTITUTE

As part of its activities, the Kosciuszko Institute issues inter alia the following series:

“The Kosciuszko Institute Report” – a publication of educational, informative and practical value. Each subsequent number focuses on a separate major issue; discussion on the issue helps to develop specific recommendations for public institutions in Poland and in the European Union.

“The Kosciuszko Institute Policy Brief” – a publication primarily of practical value, issued ad hoc as the Institute’s commentary of and reaction to important current social and economic events in Poland and abroad.


THE KOSCIUSZKO INSTUTE’S ACTIVITIES AND THEIR SCOPE

:: EU INSTITUTIONS AND REFORM :: reform of institutional and political architecture and decision-making processes of the European Union; analysis of results of adoption or rejection of the Treaty establishing a Constitution for Europe; European identity and social cohesion; adjustment of the national decision–making system and coordination of the European policy; defining the place and role of Poland in the enlarged EU in accordance with Poland’s national interests.

Principal projects: “Implications of Possible Rejection of the EU Constitutional Treaty – Assessment of Long-Term Consequences for Poland”, “Improvements to the Process of Framing of the Polish Position in the EU – More Efficient European Policy”.

 

:: EU REGIONAL POLICY :: objectives, priorities and rules of the European regional policy; social and economic cohesion of the EU and reduction of disparities between the EU regions; increase of the competitiveness of regions and enhancement of their inherent potential; more efficient absorption of subsidies from the Structural Funds and the Cohesion Fund and streamlining of administrative and legal procedures governing the allocation of these funds; Poland’s inter- and intra-regional policy; defining development priorities for 2007–2013.

Principal projects: “Towards a New Vision of the EU Regional Policy – Polish Perspective”, “Improvement of the Process of Implementation of the Structural Policy Instruments and Implications for a New Financial Perspective – Regional Context”.

 

:: EU EASTERN DIMENSION :: social, political and economic situation in the Eastern European countries; security (including energy security) in Central and Eastern Europe; priorities of the EU policy towards Eastern Europe ; support for democratic changes in the Eastern European countries, in particular for social, economic and political reforms in Ukraine; cooperation with Ukrainian, Belorussian and Russian partners, development of social diplomacy.

Principal projects: “Towards Common Area of the State of Law in Central and Eastern Europe – Mechanisms of Control and Audit in the Public Administration Bodies – Polish Experience”, “Energy Security of Poland and Ukraine”, "What Does the NATO Membership Mean? Polish Experiences in the Process of Euro-Atlantic Integration".

 

:: INTERNATIONAL SECURITY :: identification of phenomena which threaten the internal and external security of Poland and international community; global threats related to increased interdependence and intensified international relations, including in particular global terrorism, growing popularity of radical religious movements, consequences of uncontrolled immigration without integration; recommendations for improvement of security and prevention of emerging problems.

Principal projects: “Assumption for the National Security Act.”

 

:: ECONOMIC POLICY :: supporting economic development and investment attractiveness of Poland and Europe; analysis of economic processes and phenomena; reform of the tax system; elimination of barriers to economic development as well as legal and institutional barriers for entrepreneurs and companies; financial and economic restructuring of strategic sectors of economy; corporate policy; improving financial transparency in public and private sector companies; preparations for joining the Single European Market and the Euro area.

EU INSTITUTIONS AND REFORM

Artur Nowak - Far – Professor of Warsaw School of Economics (SGH), Ph.D. Hab. in Law (specialisation: strategic management); lawyer; professor and a Head of the Department of European Law at the Warsaw School of Economics (SGH), professor of Stefan Cardinal Wyszynski University; specialist in the scope of decision-making process in EU and Poland, including lobbing, European Community’s economic law (consumer protection law, competition law and technical harmonisation law) and economic analysis of law. Author of over 120 scientific publications in Poland, USA, France, Denmark and Ukraine, including 6 books.

Jan Barcz – Professor, Ph.D. Hab. – Head of the Department of European Law at the Warsaw School of Economics (SGH). Author, editor and co-author of numerous publications and monographs, inter alia, on European Communities law.

Janusz Węc – Ph.D. Hab. in Humanities (UJ); head of the Department of International Organizations and Institutions at the Institute of International and Political Studies at the Jagiellonian University (UJ). Author of over 120 scientific publications, including eight monographs and synthesis on European Union, Polish-German relations and Federal Republic of Germany’s foreign policy.

Tomasz Młynarski - Head of the “EU Institutions and Reform” Research Area - Ph.D. in Humanities at the Jagiellonian University (UJ); political scientist; academic at the Institute of International and Political Studies (UJ). Expert in the area of international relations and European integration. Scholar of the Institut d'Etudes Politiques of Rennes, France. Author and co-author of tracts and publications focused on the issue of the French influence on EU institutional system, Constitutional Treaty, perspectives on the development of European Security and Defence Policy of EU and contemporary Euro-Atlantic relations, including: ‘France towards the main problems of the institutional reform of the European Union in the 21st century’ („Francja wobec głównych problemów reformy instytucjonalnej Unii Europejskiej w XXI w."), ‘Euro-Atlantic relations in the context of security and defence policy’ („Stosunki euroatlantyckie w kontekście problemu polityki bezpieczeństwa i obrony").

Krzysztof Szczerski
– Ph.D. in Humanities at the Jagiellonian University (UJ). Former Under-Secretary of State at the Ministry of Foreign Affairs of the Republic of Poland; political scientist. Expert of European integration, regional policy and public administration. Scholar of the Foundation for Polish Science. Laureate of Pro Arte Docendi Award. 1998 – 2000 – colleague at the Chancellery of the Prime Minister of the Republic of Poland, 1999 – 2000 counsellor of the Minister of Health RP. He underwent traineeships at the European Commission and the European Parliament. Author of publications and books, including: ‘The European Integration. Civilisation and Politics’ (“Integracja europejska. Cywilizacja i polityka”) Cracow 2003, ‘The Choice of Europe’ (“Wybór Europy”) Cracow 2003, and ‘The Bureaucratic Orders’ (“Porządki biurokratyczne”).

Anastazja Gajda
– Ph.D. in Law, associate professor at the Department of European Law at the Warsaw School of Economics (SGH) and a lecturer at The Leon Kozminski Academy of Entrepreneurship and Management in Warsaw; Law Advisor. Her research interests focus on legislation of EU’s political system, primarily on the participation of regions in the process of European integration, human rights protection, police and judicial co-operation in criminal matters. Author of numerous publications in this area, including monograph ‘Regions in the European Community law. Legal issues of the Polish regions’ participation in international processes’ (“Regiony w prawie wspólnotowym. Prawne problemy udziału regionów polskich w procesach integracyjnych”), Warsaw 2005.

Zbigniew Czubiński - Ph.D. in Law; specialised in the International Law and the EU Law. At present associate professor at the Institute of Political Science and International Relations at the Faculty of International and Political Studies at the Jagiellonian University (UJ). Former employee of the Ministry of Foreign Affairs of the Republic of Poland and the Embassy of the Republic of Poland in Hague and also academic in several universities in the USA. Author of publications on international law and the law of European Union (in Polish and English). Present field of researches: ius missionis and ius tractatus of the European Union.

Beata Kosowska-Gąstoł
– Ph.D. in Humanities; political scientist; associate professor at the Department of Constitutionalism and Polities and a senior lecturer at The State Higher School of East-European Studies in Przemyśl. Her researches focus on political systems and political parties on national and international level.

Anna Paterek - Ph.D. in Humanities; political scientist; lecturer at the Andrzej Frycz Modrzewski Krakow University College. In 1999, scholar at the Georg-August University of Göttingen (Germany). 2001 – 2002 DAAD scholar at the University of Dortmund in the field of political science, international relations and journalism.

Filip Skawiński – Ph.D. in Humanities; political scientist; associate professor at the Institute of Urban Development, lecturer at the College of Europe at the Jagiellonian University (UJ). 2003 – 2004 scholar of the French Government at the University of Rennes1 (Master in Community law). 2005 intern at the EU Committee of the Regions. Specialised in the issue of the participation of territorial authorities in European integration.

Mirosław Natanek – Ph.D. in History, graduate of the Université Paul Valéry Montpellier III – integration européenne, politiques sociales européennes and post-graduate Studies in Public Administration at the Faculty of Law and Administration at the Jagiellonian University (UJ). Head of the Research group for European History and Integration at the Institute of European Studies (UJ). Specialist in the scope of History of European Integration.

Stanisław Górka
- Ph.D. in Humanities; graduate of the Jagiellonian University (UJ). Employee at the Institute of International and Political Studies (UJ). Specialised in the relations of EU and NATO with the Commonwealth of Independent States

Olga Brzezińska - candidate for the doctor's degree at the Institute of European Studies.
Projects: ‘Closer Europe’

Melchior Szczepanik - candidate for the doctor's degree at the Loughborough University, Unighted Kingdom; political scientist; graduate of the Institute of Political Science, Uniwersity of Warsaw (UW) and Institutd'Etudes Politiques, Bordeaux. In his thesis he analyses the experiences of Polish Euro-deputies, in first years of their tenure in the European Parliament. His research interests refer also to the development of European institutions and the foreign policy of Poland.

Gracjana Łakomska – candidate for the doctor's degree at the Institute of International and Political Studies at the Jagiellonian University (UJ). Graduate of the Faculty of Inernational and Political Studies (UJ) and postgraduate studies. European Advisor at the Higher School of Philosophy and Pedagogy ‘Ignatianum’ in Cracow. 2005 - Scholar of Bundestag Parliament Traineeships Programme and in 2006 - Polish-German Cooperation Foundation.

Jan Pawelec – Graduate of the Tischner European University. At present, student at the Institute of International and Political Studies at the Jagiellonian University (UJ). Alumni of the ‘Toward a Free and Virtuous Society’ Conferences (Acton Institute – USA). He underwent an internship at the Embassy of the Republic of Poland in Washington DC and at the Centre for International Relations in Warsaw. Participant of the Programme Leonardo da Vinci, at the University of Vienna within “International Development” Project. At present is working on thesis about geopolitics of Poland.

Rafał Sobczak – Graduate of the Faculty of International and Political Studies at the Jagiellonian University (UJ). Since 2004 – student of the Institute of European Studies (UJ). At present, student of the National School of Public Administration. In 2005, scholar of the Socrates – Erasmus Programme at the Georg-August University of Göttingen (Germany). Participant of a numerous seminars and scientific conferences. His research interests focus on the aspects of the contemporary international relations, European integration and widely understood Polish – German cooperation.


ECONOMIC POLICY

Jan Lic – expert of The Kosciuszko Institute; Ph.D. in Law of the Jagiellonian University (UJ); associate professor at the Department of Law at the Cracow University of Economics (AE). At present is working on qualifying thesis on legal subjectivity of private partnership. His researches focus on commercial law, partnership law, industrial property law and competition law. Coordinator of researches on amendments to the Act on Freedom of Conducting Business Activity and other acts which regulates starting up and conducting a business, a so-called ‘Kluska Packet’, prepared by the Kosciuszko Institute.

Katarzyna Żukrowska – Professor, Ph.D. Hab., Head of the Department of International Security at the Warsaw School of Economics (SGH). Dean of the Economic and Social Faculty (SGH). Author or co-author of 321 publications, including 28 books, 113 articles and 46 reviews.

Filip Grzegorczyk – Ph.D. in Law in the field of Community Law at the Jagiellonian University (UJ), associate professor at the Department of Law at the Cracow University of Economics (AE); graduate of law and international relations. Co-author of Kościuszko Institute’s Report ‘Elimination of Growth Barriers – selected legal issues’ (“Usuwanie Barier Wzrostu - wybrane zagadnienia prawne”).

Grzegorz Miś
– Ph.D. in Law in the field of private economic law at the Jagiellonian University (UJ); associate professor at the Department of Law at the Cracow University of Economics (AE); lawyer. Co-author of Kościuszko Institute’s Report ‘Elimination of Growth Barriers – selected legal issues’ („Usuwanie Barier Wzrostu - wybrane zagadnienia prawne”).

Bartosz Niedzielski – Candidate for the doctor’s degree at the Faculty of International and Political Studies at the Jagiellonian University (UJ); graduate of the Faculty of Economics and International Relations at the Cracow University of Economics (AE) and post-graduate studies in Internal Audit at the School of Entrepreneurship and Management Cracow University of Economics (AE). Specialist of financial policy of the EU.

Sławomir Wyciślak – Ph.D. in Economics; academic at the Institute of International and Political Studies at the Jagiellonian University (UJ). Specialist in the scope of international management, international enterprises and financial markets.


REGIONAL POLICY

Anna Karwińska – Professor AE (University of Economics in Cracow), Ph.D. Hab.; sociologist; Head of the Department of Sociology at the Cracow University of Economics (AE), expert in the field of general sociology, sociology of international relations, sociology of the city, social and cultural conditions of spatial economy, social anthropology of Europe. Author (or co-author) of handbooks, monographs and over 160 articles linked to her scientific interests. At present, Deputy Dean at the Faculty of Economics and International Relations at the Cracow University of Economics (AE).

Tomasz Sanecki - Head of the “EU Regional Policy” Research Area - Graduate of the Faculty of Law at the Maria Curie-Skłodowska University in Rzeszów, Mr Sanecki also completed a postgraduate degree in the scope of Audit, Control and Supervision in the Public Administration (Polish Institute of Internal Control in Warsaw). Expert of Polish and European regional policy. At present, Deputy Director of the Department of Structural Funds in the Marshal’s Office of Malopolskie Voivodeship and a lecturer at the AGH University of Science and Technology in Cracow.

Robert Lisowski - expert of the Kosciuszko Institute; specialist of EURO-NGO; president of the Local and Educational Initiatives Foundation; cofounder of the Academy of European Funding Management in the Faculty of Applied Social Sciences, AGH University of Science and Technology in Cracow. Expert of European Social Fund.

Marcin Wójtowicz – graduate of the Jagiellonian University (UJ); the post-graduate studies at the Cracow University of Economics (AE) and the School for Public Services & Administration (UJ). Experience in the field of Common Agricultural Policy of the European Union gained from holding Vice Director office at the Department of Environment and Rural Development in Marshal’s Office of the Malopolska Region. At present, head of The Agency for Restructuring and Modernisation of Agriculture.

Szymon Kawa - graduate of the Cracow University of Economics (AE) – Faculty of Management, course in Marketing and Management; postgraduate studies in Public Administration – Malopolska School of Public Administration - Cracow University of Economics (AE). Employee of Marshal’s Office of the Malopolska Region. Specialist in the field of regional development and structural funds.

Tomasz Krzaczyński
– Graduate of the Faculty of Philosophy and History at the Jagiellonian University (UJ), faculty of history and the post-graduate studies in social self-governing at the Faculty of Law and Administration (UJ). of Marshal’s Office of the Malopolska Region. Specialist of the development of infrastructure in the cultural sector and monument preservation.

EU EASTERN DIMENSION

Rafał Kęsek - Head of the “EU Eastern Dimension” Research Area - Ph.D. in Humanities at the Jagiellonian University (UJ); political scientist; expert of the Ukrainian-Russian relations, socio-economic processes in the Commonwealth of Independent States, and Polish and EU Eastern policy. At present, a lecturer at the Jagiellonian University (UJ). Author of publications in the ‘European Forum’ (UJ), tome ‘Europeans security’(”Bezpieczeństwo europejskie”) PSB, Fascicles of Institute for Strategic Studies (ISS) and in conference proceedings series ‘Ukraine, Poland, Germany in Europe’ („Ukraina, Polska, Niemcy w Europie"). Coordinator of Kosciuszko Institute’s Project: ‘What does the NATO membership means: Polish experiences in the process of Euro-Atlantic integration’ and ‘Closer Europe’ – Polish – Ukrainian workshops.

Jarosław Kożuch – candidate for the doctor's degree in the Institute of International and Political Studies at the Jagiellonian University (UJ) in the Department of Ukrainian Studies. Graduate of Ukrainian Studies of the Institute of East-Slavic Philology (UJ). Specialist in researches on 20th century Ukrainian culture. Observer in Ukrainian Election in 2004, during Orange Revolution. Has a numerous contacts to expert organisations in Ukraine.


INTERNTIONAL SECURITY

Marcin Lasoń
– Ph.D. in Humanities; graduate of the Institute of International and Political Studies at the Jagiellonian University (UJ) and the Collage of Management and Business in the Institute of Applied Economic (UJ). At present a lecturer at The Andrzej Frycz Modrzewski Krakow University College. His research interests focus on the aspects of international conflicts and peace, national and international security, conflict and peace process in Iraq, particularly the contribution of Polish Force and the meaning of its operation and the meaning of state’s army to its foreign policy.
Author of numerous scientific publications on security and contemporary international relations, including ‘Challenges of the 21st century. Economy and Politics. Contemporary determinants of the international relations’ (Wyzwania XXI wieku. Gospodarka i polityka, Współczesne determinanty stosunków międzynarodowych”).

Witold Repetowicz - Graduate of the Faculty of Law at the Jagiellonian University (UJ). At present, Mr Repetowicz is employed as a lawyer in a specialist engineering company. Formerly he worked in the Office of Committee for the European Integration and in the Telecommunications Regulation Office. Author of scientific publications on security and contemporary international relations published in prestigious magazines, including “International Studies („Studia Międzynarodowe”), ”Union &Poland” („Unia&Polska”)
